The error handling that results when apps.cfm is not found causes an infinite loop.
I'm suggesting that you have not updated apps.cfm. As a result, the Application.cfm in the core is not being mapped to your site. The consequence is that the init file in config (the one that specifies which DB to use) never gets read.
