There is a long running bug in IE where select boxes ALWAYS display on top
of any overlapping elements. All solutions basically boil down to two
approaches:

   - Hide the select boxes when a menu is displayed. Easy but appears
   tacky.
   - Put an iframe directly under the menu (iframe will always block a
   select box). Fiddly but appears slick.

There are probably prebaked versions of these fixes around. I suspect most
of the JS libraries have them.
