Records are marked as locked when someone starts editing them. I've noticed that sometimes records don't get unlocked when you finish editing either via save or cancel. It needs looking at, but if you hold the lock then you can go straight into edit it. If someone else holds the lock and they definately don't have the record open, then a sysadmin can unlock the record after which anyone will be able to edit it again.
