If you are starting out development then you should download 4.0 -- if you can wait a couple of days the bright shiny new FarCRy 4.0 with CMS plugin suite will be ready. If you are working with 3.0 in general you should be using the 3.02 release. With respect to your specific problem, it is likely you do not have the FriendlyURL table correctly deployed. Did you run the updaters for this release? If the latter doesn't make any sense its probably your issue.
