They're referenced with hard-coded paths. You can manually set the security package path and set up you're own security system, but that's it.
Everything else is set in stone. Well, caught in mud is probably more accurate. In theory everything could be changed to be overridable/extendable, but the need is so rare that it's not worth the work it would take.
