As a follow-up, in case anyone's interested, with Blair's confirmation we wound up copying the webtop.xml contents into our customadmin.xml file and then took all of our custom modules and placed them within the default "Content" section and modified the sequences so that it was logical to our data entry people. They're now happy :)
