I probably wouldn't use a rule - just create a webskin for the issue (and section) that gets and displays that data. e.g. a displayPageStandard.cfmwebskin for the issue type that retrieves all the sections for that issue and outputs them as an index. Then any link to that issue (i.e. /index.cfm?objectid=issueobjectid) will display the contents of that issue.
