Alright so we're killing individual pages for the articles and just
listing all articles on the section page (doesn't really make sense to
me but whatever they want to do) but I'm not sure how to add an anchor
to the skin:buildLink tag.

Is it just stParameters? so the code would be skin:buildLink
objectid=#oid# stParameters="##anchorname"?
