I've run across similar situations in version 3. To fix mine I had to go to the Security tab -> Policy in dropdown -> Policy Group Permissions. Then select your group and update the permissions. This fixed the problem when I had it but that doesn't mean that your problem is the same.

I have 22 private groups on this site, plus a public area. There are two levels of users for each group, student and coordinator. Coordinators should have the ability to create and edit content for their assigned group. Content approval and delete is reserved for site admin. On the public site everything works as it should.
