It may be that 4.0.10 introduces a Flash widget for file upload. You need to have remoting in place on your CF server for the website in question for this to work. I have a feeling that this was made the default in 4.0.10 when it was added as a new enhancement. But it has subsequently been reverted to HTML as default in the maintenance branch (ie. HTML default in upcoming 4.0.11).
