Maybe I should expand on this to get a response.

I have tried "clicking" the buttons to toggle state, but no matter
what I do, the anonymous view permission sticks inherited as "yes",
which seems to overrride the "state" set to "no".

This particuar FC deployment is a bit unique in that its purpose was
to "play" with a reorganization. I duplicated the MSSQL DB to a new
dsn, duplicated the project folder etc. etc....

In the dmPermissionBarnacle table, I see PermissionID 5 (view)for
policygroupid 6 (anonymous) reference thenavobjid in question with a
status of -1

In security - policy - permissions map, user anonymous, permission
view... the navs in question have a red X.
