There is no functionality for translating the actual website, only the
webtop.

A couple of approaches to the problem have emerged over the years:
- Extend the necessary content types and add extra properties for
translations
- Create completely separate branches in the site tree for each language

Others on the list have implemented multi-language websites, so you should
be able to get advice.
