if you are including your header/footer files using cfmodule you can
pass attributes in.

so <cfmodule template="/path/to/header.cfm"
showSearchBox="#showSearchBox#"> where showSearchBox is a variable
that you set earlier when you determined which locale you are working
with.

then in your header/footer you can look for attributes.showSearchBox
for instance to determine if you should show the search box.  No need
to have multiple header and footer files.

You can set as many of these attributes as you want and act on them
accordingly.
