So the first problem (tray being loaded for anonymous users) seems to be
avoided by setting "@@cacheByRoles: 1". I haven't had a problem since.
For the other problems, I noticed that some of the javascript for the tray,
such as the part that starts with:

messing things up?
I can almost always get back the tray by manually setting
"index.cfm?flushcache=1", but I wonder why that is? Even the cache, as it is
cached by roles, is retrieved away from any of the tray stuff.
Oh well, for now since I can get at it, I'm gonna forget about it.
