I created a new user and didn't see any notification arrive to say "welcome to project x". So, I added some code to my project that allows this to happen. Take a look at http://philkemp.white.prohosting.com/farcry/emailnewuser.htm if you fancy trying it yourself. Any improvements welcome, and when I get round to releasing the next version of the filemanip plugin you'll be able to edit the text as well.
