Not sure where my issue was, but I ended up having to roll all the way
back to 5.2.2

Beyond 5.2.2 it seems my custom non default FUs only worked if I
"managed" them by saving without changes which seems to have set them
in the object brokers cache. If I updated app scope, this cache was
deleted and the FUs stopped working again.
