Unfortunately the install function is only called at this time when you
install. If you are deploying a plugin to an existing solution its not going
to get triggered -- something we're hoping to address with the "Plugin
Explorer".
If you are looking at a runonce sort of solution, your best bet is to build
your own template that only runs once eg. if your table has nothing in it. And
you'd include this in your customadmin area.
