My rule looks like:

RewriteCond %{REQUEST_URI} !(^/farcry|^/webtop|^/flex2gateway|^/flashservices|^/cfide|^/error|^/blog|^/phpmyadmin)($|/) RewriteRule ^([a-zA-Z0-9\/\-\%:\[\]\{\}\|\;\<\>\?\,\*...@\#\$\ \(\)\^_`~]*)$ /index.cfm?furl=$1 [L,PT,QSA]

I'd say your best bet is to use either helicon rewrite, or apache. I don't know of anyone on the list that has yet used the built in IIS 7 rewrite rules (yet).
