My rule looks like:

\(\)\^_`~]*)$ /index.cfm?furl=$1 [L,PT,QSA]
I'd say your best bet is to use either helicon rewrite, or apache. I
don't know of anyone on the list that has yet used the built in IIS 7
rewrite rules (yet).
