This normally means your rewrite rules are not correct. What have you listed in 
the rewrite config?

You can force pingfu to register as "on" -- this is used for some circumstances 
where the pingfu fails on initialisation; for example, the CFHTTP call to test 
pingfu doesn't have enough time to complete.

Again this implies your config is not quite right.

If the code works fine on Apache with a standard config then it's almost 
certain your rewrite config on IIS is not right.

Post the config, maybe the collective brains trust on the forum can spot the 
problem.
