I would look at the PC's. i doubt that CF is doing anything different
for each client OS.

What browsers are you running? Try different browsers on the OS's

You say that Vista and 7 are slow, are they running extra security
software - e..g anti-virus, internet security etc.? Is it slow on all
Vista and 7 PC's?

Can you test uploading files from these machines to a different
server?
