Just about every display in FarCry is classified as a view and uses the same mechanism (the webtop having some notable exceptions). And all views have decorators. Views are always defined under ./webskins (although that could be in a plugin or your project).
So execute.cfm is just another view -- albeit specifically for publishing rules. I always think @@cacheStatus: -1 should be used with caution. It will invalidate every cache its embedded in. Obviously sometimes this is needed, but there are other approaches that take care of common publishing rule cache problems.
