What "generic" permissions does he/his role have? The permissions you've mentioned are object specific, but there are also type specific permissions. Unless you've set some up yourself (or are using one of the CMS plugin types) the type will fall back on the set of generic permissions (e.g. "Generic View"). If he's missing some of those it may be screwing up his access.
