It's possible the encoded version of the url works because it converts other
characters into an ascii character set, which the default rewrite rule
matches. But Apache should be able to handle the simpler (and less
restrictive) pattern.
Try changing the rewrite rules to replace:
[a-zA-Z0-9\/\-\%:\[\]\{\}\|\;\<\>\?\,\*...@\#\$\(\)\^_`~]*
with
[^.]*
