For content that doesn't have status the friendly URL is generated on setdata. If that's happening with partial data before you have populated the data struct then the URLs would get generated with default values. The FU is supposed to be updated if setdata happens again though - that may be a bug. Short term solution may be to trigger a FU update in your own code
