This sounds like a very bad idea. The FU sub-system is designed to follow SEO best practice and enforces a single canonical URL. Even if multiple FUs exist, they're all 301 redirected to the principal FU. Furthermore, the rule should be using application.fapi.getLink() or skin:buildlink tag to build the most current version of any FU in the system. Allowing the user to choose an FU essentially goes against the principles of the underlying framework, and I'm not sure I can see any specific business benefit from having that configuration option.
