You need to use a RewriteCond so that it will only rewrite the 404 URLs if
they match a pattern.
Try putting this before your RewriteRule:
RewriteCond %{REQUEST_URI} (^/pubs/)
That "should" (untested) only rewrite the urls in the /pubs/ directory.
Hopefully none of your FUs start with /pubs/.
