Have you had any resolution to this issue?  First thing would be to 
actually log the SQL statements and how long they take to run -- you can do 
this with SeeFusion/FusionReactor or SQL Server itself.  If you have a SQL 
statement red-handed then it will be a lot easier to optimise.

On the other hand it may not be SQL at all and something else in the step. 
 Those sorts of wait times (>200secs) are unheard of here, and we have some 
wizards larger than what you describe.  It's the sort of wait time that 
suggests some kind of network or third-party activity that is not 
responding.
