If you want to create your own displaySystemFU.cfm, first copy the one from core (see core/webskin/dmNavigation/displaySystemFU.cfm), place it in your project's webskin forlder for the appropriate type ([myProject]/webskin/[myCoolType]/displaySystemFU.cfm, and modify it as desired.
