I've tracked this down to the ESAPI canonicalization and encoding in CF10. 
Since this was all in a lib I've been able to add two workaround methods 
for CF10 so that the encoding for HTML and HTML attributes happen as 
expected.

Can you give this patch a try from the head of trunk and let me know if it 
solves your problem? It should solve both the Repository config and the 
TinyMCE config issues.
