Thanks for the code. One problem I have though is your instructions to the user.
The instructions are WAAY to long for a simple state selection box.

How about reducing it to just the following:
Please select your state.
If the user has cookies enabled then they never have to know/think about it ever again (95% of users).
If the user doesn't have cookies enabled (the other 5% of users) the second time the state selection screen comes up, and every screen after that, add the following note:
Please select your state again (to save your selection you have to enable cookies. For information on how to enable cookies click here)
I think that is a lot less complex and a lot more people will understand what's going on instead of getting frustrated. Telling them how the engine works doesn't help them drive the car, if you know what i mean. :)

Also - people aren't used to being 'auto-directed' to content (but it is very useful!). Whenever you do something tricky make sure you allow for a way out for those who get freaked out and confused (they always do).

For example, add a prominent note at the top of the page:
Not looking for Georgia? Click here for other states.
Don't want to be sent to the Georgia pages automatically? Click here to disable automatic state selection.
