Doing that is starting to seem like a lot of extra work for no great benefit -- sure, you get see the page in the Utility menu, but so what? It's not like that page is reusable by any other.
If your concern is purely reuse and the code in the validation page is completely specific then yeah, it won't be much benefit.
There are other advantages though that you should consider, for example security, logging and file path independence. By keeping within the Farcry framework you get all this for free.
Does everyone push everything through "/index.cfm" regardless, do you have files like this that live on their own within "www" or is there another way of doing this?
By pushing things through index.cfm you are pushing the request through Farcry, so you get all the benefits as above.
