Hey Andrew,

I've been down this same road in the past. 20+ different departments and
each one needed to have it's own policy group I could map to a branch(s)
of the tree. Anyhow, point is I've created a *Copy Policy Group* utility
that will clone an existing policy group's permission set into a new
unique policy group. If you're interested I'll send it on over.

If it's ok with Brendan, I will commit this functionality to the core
admin under the Security tab in a future build. Brendan?
