sorry.... fourq is the database layer abstraction for farcry... you will see a fourq folder after you install. I probably should have said, study the COAPI (which uses fourq to store/retrieve content objects to the database). Study fourq, and do the walkthroughs (especially custom types and custom rules). Yes, farcry can only "admin" one site at a time. The core determines which site you want to administer based on what url you are accessing the admin interface from.
