In the Site management tree I have the following under root: Home, NOT_IN_MENU, and Utility. I had made the extra tree item "NOT_IN_MENU" so that I could place Special sections in there (using custom types). Whereas anything that resides under the "Home" tree can be displayed on the website's navigational menu.

My problem:
Only SiteAdmins (and SysAdmins) have access to edit and approve anything under the "NOT_IN_MENU" tree. Publishers can create items under that tree, but not edit or approve. how can I fix this so that the security model for "NOT_IN_MENU" follows the security model for the "Home" tree?
