I noticed that members of the publishers policy group were having
problems editing publishing rules via the administrator. Users in this
policy group were receiving permission errors stating they did not have
permission to edit the publishing rule. I found this odd because the
same users were able to edit publishing rules via the design view. Upon
further investigation I found that \farcry_core\admin\admin\editRule.cfm
requires the AdminCOAPITab permission to allow edits via the
administrator. This effectively limits the Publishing Rules tab to users
in the Admin policy groups.

I was thinking that it may be better to have a specific permission for
this tab, say an ObjectRulesTab permission, similar to the other object
tab permissions (ObjectArchiveTab, ObjectAuditTab, ObjectDumpTab, etc.).
What does everyone think?

Also, does anyone know where can I find the code that loads the object
tabs and checks for required permissions? I've been looking but can't
seem to find it.
