While it is not free like phpBB, Fusetalk (http://www.fusetalk.com/) is
easily integrated into CF apps.

AFAIK phpBB's authorisation is fairly well encapsulated, so you should 
be able to write a class that uses the farcry user and permissions 
tables and throw that in.

Best bet for further advice is a phpBB developers forum or mailing list.
