I am sure one of the Daemon guys will correct me if I am wrong..... ...but it is my understanding that security in the Admin tool is at the TAB level.
Therefore, it is not possible (in that design at least) to control access to individual permissions (i.e. - you can't say Person X can give Permission A and Permission B but not Permissions C, D and E). Of course, there is not stopping someone from re-writing the Admin tool to do this (or for just writing a "mini" admin panel that only provides that access).
