i've had this before, and i'm pretty sure it was a permissions problem.

What user is CF running on? Mine runs on user "nobody". So i have to
give that user ownership/ permissions.

Try giving every user full read/ write permissions. If that works,
then you know it's a permissions issue and you can setup the right
permissions.

Also, change the permissions on the folder as well as the file... it
should work.
