I found the problem myself. It is that the name of the policy group 'Anonymous' is hard coded in the source code. So, if you change the name of the group the error occurs because it can not be found in the database any longer. Shouldn't there be a mechanism to prevent deleting or editing of the group. Or at least a hint?
