sounds like they don't have correct permis.

AFAIK when you upload a file via CFFILE it goes to the temp folder location first and is then moved to the final resting place, if they've tweaked the CF service to use a non default user account it would need read/write/modify to the temp folder so it can upload then delete the file from that location when it's moved,
