Ok, the magic secret sauce here is

1)  Unzipped the 2.3.1 file
2)  Went to mysite.com/farcry/updates and chose the 230b update to deploy 
(which I never did before because this is 2.3.1??  Seems very counter 
intuitive.  Is this just a linux thing?)
3)  Fixed all the type and rule classes that were throwing fits.  

Tree moves work.  Yay!  Now I can let my other content guy play to his hearts 
content.
