The only way to do this effectively is to update the entire COAPI to key all content by language/objectid rather than just keying tables by objectid.
That way you could have the same content item referenced by the presentation layer in terms of navigational context and the like and simply change the language to see the alternative translation. You could also provide editors with the option to add additional translations to the same content item and sort of stack them up under the one objectid.
This is a pretty major change to the way things work now -- but something we have thought a fair bit about. You'd be looking at a FarCry 3.0 sort of time frame (say end of year beginning of next) at the very earliest.
However, many people managing multi-lingual sites have expressed the view that providing exactly the same site structure and content in multiple languages is *not* an acceptable mechanism. Their view would be that different languages need to be treated differently in terms of information hierarchy and content emphasis as well as simple content translation.
For example, you may not offer the same set of services or product offerings in all regions -- so providing translations of these content items makes for some very confusing content.
