In actuell darcs distribution, there is this function now

is_depayloader (GstElementFactory *factory)
{
const gchar *klass = gst_element_factory_get_klass (factory);
return (g_strrstr (klass, "Codec/Depayr/Network") != NULL);
}
in cvs gstreamer it will change to "Codec/Depayloader/Network"
sorry for this little pedantic, i am still learning.
