Hi Andrew,

I have no idea about Parsnegar documents, but if everything else has failed, 
you might want to have a look at this little tool too:

We changed it for our needs because we wanted to convert Zarnegar files to 
UTF-8 and then another person included a conversion for Vazhenegar. 
Just remember: After a successful conversion, it will ask you again if you 
want to save the file as UTF-8. You have to OK it with yes. Otherwise you 
will loose the conversion.
