CCing the mail to fastboot mailing list. All the kexec/kdump relevant
discussions take place on this mailing list.

Yes we already have a user space dump filtering solution, makedumpfile. NEC
developers have written the utility.

http://sourceforge.net/projects/makedumpfile

You can use this utility to dump to filter out the dump and reduce the
dump size.

I am CCing the mail to the NEC developer who is actively maintaining
makedumpfile. He can provide you more details.
