#385: agent: use generated waiting positions

Currently a single static waiting position is used by idle robots. This
leads to robot collisions and blocked machines.
Dynamic waiting positions generated by the navgraph-generator shall be
implemented in the agent to have more waiting positions and positions
closer to the goal machine for the next task.
