#388: agent: C2/C3 blocking machines while waiting for production

When C2/C3 products are waiting at the output of a ring station to have an
additional ring assembled, there might be the need for this assembly being
done at the other ring station. In some cases this ring station is in turn
blocked by a product at the output leading to a circular blockade.
Machines will have to be emptied after ring assembly, either by storing
products in robot grippers or another place which would have been to be
determined
