#1852: disappearing content in TABLE when opening TD is missing

Granted, the html is missing a TD tag, but the editor is actually removing
the entire block after toggling back and forth between source mode.
Paste the following sample into source mode, and toggle back and forth:

<tbody>
<tr>
some text that will disappear</td>
</tr>
</tbody>
</table>
