Besides FCKTools._AppendStyleSheet, I would also like
FCKTools.AppendStyleString to keep returning the created element. It's a
little detail that helps with the development of external code and the
plugins based approach for V3.
And as commented in IRC, instead of running the replacement of url() with
the base path in FixCssUrls everytime, just do it the first time and then
change the value stored for that css entry
