Actually this issue is alreay present in the current release of FCKeditor.
You can choose LTR or RTL from the Style Menu or you can also use Content
Lang Direction option in the config file:

If you want to combine ''line height'' and ''language direction'' you may
simply create a custom style for it due to your needs.
